The economic and social benefits associated with the birth of new enterprises and the advances of entrepreneurship understanding, have motivated many governments, in particular those of developed countries, to initiate a wide variety of policies and supporting instruments. The purpose of chapter is to analyze the main tendencies and perspectives observed in the field of entrepreneurship polices at an international level with the purpose of stimulating discussions on this important issue in developing countries. The academic debate has been feeding an evolution from approaches and policies primarily focused mainly on partial aspects of this phenomenon toward a more integral strategic conception. To understand this trend a systemic approach to the entrepreneurial phenomenon is presented in the first section, including some comments related to the weaknesses observed in developing countries such as the Latin American ones. Those comments are based in studies of the Interamerican Development Bank.
